Haydon Wick Landlord’s Electrical Certificates 

The office for National Statistics quote the number of households living in the private rental sector in the UK increased from 2.8 million in 2007 to 4.5 million in 2017. An increase of 1.7 million (63%).

The Landlord and Tenant Act 1985 is the main legislation for landlords in England and Wales.

With demand ever growing for rental properties, it is vital that Landlords know their duty of care to their tenants. This included providing your tenants with the Landlord’s Electrical Safety Certificate for your Haydon Wick property.

The Landlords and Tenants Act 1985 makes it an implied term of every tenancy that the landlord will ‘keep in repair the structure and exterior’ of the property and ‘keep in repair and proper working order the installations in the dwelling-house for the supply of water, gas and electricity’.

The Electrical Safety Organisation, details that Landlords have a requirement by law to ensure:

  • The electrical installation in a rental is safe when tenants move in and maintained in safe condition throughout its duration.
  • That any appliance provided is safe and has at least the CE marking (which is the manufacturer’s claim that it meets all the requirements of European law).
  • That a House in Multiple Occupation (HMO) has an EICR (periodic inspection) carried out on the property every five years. If the property is not an HMO, you are not legally obliged to do this. However, we recommend that an EICR (periodic inspection and test) is carried out by a registered electrician on your rental properties at least every five years. 

Landlord Electrical Testing & Inspections

Our Electricians who carry out electrical testing are qualified to the 18th Edition IET (City & Guilds 2382-18) wiring regulations and CITY & GUILDS Inspection & Testing Certification of Electrical Installations. This allows each electrician to complete and sign off their own work as well as inspect and test work completed by 3rd party electricians. Therefore, providing each Landlord with the highest level of electrical competency to be able to report on the installation.

What is Electrical Installation?

The electrical installation consists of all the fixed equipment that is supplied through the electricity meter. It includes the cables – ordinarily hidden in the walls and ceilings, sockets, switches and light fittings and the consumer unit (fuse board) that contains all the fuses, circuit-breakers and RCD’s (residual current devices).

What is an EICR (Electrical Installation Condition Report)?

An EICR is a full report which details the condition of the electrical installation. It shows all the testing results and advises whether the electrical wiring meets the current 18th Edition IET regulations. If the electrics do not meet the regulations the report will detail the issues giving grades of priority of remedial works required as detailed below:

C1: Danger present. Risk of injury. Immediate remedial action needed.

C2: Could be dangerous – Urgent remedial action needed.

C3: Improvement recommended.

FI: Further investigation needed without delay.

PAT Testing

Appliances that have passed a PAT test are deemed to be safe to use until the next test date. The next test date in most circumstances will be 12 months from the date of the previous test. Although this can depend, for example if a Landlord has supplied some electrical appliances i.e. Microwave, Washing Machine, Tumble Dryer etc, these items should be tested before each new tenant even if this is less than 12 months from the previous PAT test.

Visual Checks

There are some simple visual checks that Tenants can do to keep the Landlord up to date with the general safety of the electrical installation:

Things to look out for and report to the Landlord are:

  • Broken sockets and light switches.
  • Signs of scorching around sockets due to overloading.
  • Overheating of electrical items (such as light fittings fitted with the wrong lamps) – can be noticed by a strong, often fish-like, smell.
  • Damaged cables to portable electrical appliances or trailing cables / flexes.

Electrical Work
