Landlord’s Electrical Certificates – Poulton

The office for National Statistics states that the number of households living in the private rental sector in the UK rose from 2.8 million in 2007 to 4.5 million in 2017. A large increase of 1.7 million (63%).

The Landlord and Tenant Act 1985 is the main legislation for landlords in England and Wales.

With many more properties on the rental market due to demand rising, it is important that Landlords knows their duty of care to their tenants.   • That a House in Multiple Occupation (HMO) has an EICR (periodic inspection) carried out on the property every five years. If the property is not an HMO, you are not legally obliged to do this. However, we recommend that a registered electrician carries out an EICR (periodic inspection and test) on your rental properties at least every five years.
  • That any appliance provided is safe and has at least the CE marking (which is the manufacturer’s claim that it meets all the requirements of European law).

Landlord Electrical Testing & Inspections

Our Poulton Electricians who carry out electrical testing are qualified to the 18th Edition IET (City & Guilds 2382-18) wiring regulations and CITY & GUILDS Inspection & Testing Certification of Electrical Installations. This allows each electrician to complete and sign off their own work as well as inspect and test work completed by 3rd party electricians. Electrical Installation

The electrical installation comprises of the fixed electrical equipment that supplies through the electricity meter. This includes the cables that are normally behind the walls and in the ceilings, sockets, switches and light fittings etc. It also includes the Consumer unit (fuse board) that houses all the fuses, circuit-breakers and RCD’s (residual current devices).

EICR (Electrical Installation Condition Report)

An EICR is a full report which details the condition of the electrical installation. It shows all of the testing results and confirms whether the electrical wiring meets the current 18th Edition IET regulations. If the electrics do not meet the regulations the report will detail the issue. Giving grades of priority of remedial works required as below:

C1: Danger present. Risk of injury. Immediate remedial action needed.

C2: Potentially dangerous – Urgent remedial action needed.

C3: Improvement recommended.

FI: Further investigation needed without delay.

PAT Testing

Electrical appliances (i.e. Kettles, Microwave, Washing Machine etc) that have passed a PAT test are considered as safe to use until the next test date. The next test date normal is 12 months from the date of the passed test, however this can change. For instance if a Landlord has supplied electrical items these should have a test done prior to each new tenant. Even if this is less than 12 months from the previous test date.

Visual Checks

There are some simple visual checks that Tenants can do to be able to keep the Landlord up to date with the general safety of the electrical installation:

Things to look out for and report to the Landlord are:

  • Signs of scorching around sockets.
  • Broken sockets and light switches.
  • Overheating of electrical equipment (such as light fittings fitted with the wrong lamps) – usually noticed by a strong, often fish-like, smell.
  • Damaged cables to portable electrical appliances or trailing cables/flexes.

Electrical Work

Our electricians carry out electrical testing and they also carry out all other types of electrical work from replacing a broken switch, changing the consumer unit (fuse board) or carrying out a complete rewire.
