Landlord’s Electrical Certificates – Stonehouse

The Landlord and Tenant Act 1985 is the main legislation for landlords in England and Wales.

With many more properties on the rental market due to demand rising, it is important that Landlords knows their duty of care to their tenants. The Landlords and Tenants Act 1985 makes it an implied term of every tenancy that the landlord will ‘keep in repair the structure and exterior’ of the property and ‘keep in repair and proper working order the installations in the dwelling-house for the supply of water, gas and electricity.

However, we recommend that a registered electrician carries out an EICR (periodic inspection and test) on your rental properties at least every five years.
  • That any appliance provided is safe and has at least the CE marking (which is the manufacturer’s claim that it meets all the requirements of European law).

Landlord Electrical Testing & Inspections

Our Stonehouse Electricians who carry out electrical testing are qualified to the 18th Edition IET (City & Guilds 2382-18) wiring regulations and CITY & GUILDS Inspection & Testing Certification of Electrical Installations. This allows each electrician to complete and sign off their own work as well as inspect and test work completed by 3rd party electricians. Electrical Installation

The installation comprises of the fixed electrical equipment that supplies through the electricity meter. This includes the cables that are normally behind the walls and in the ceilings, sockets, switches and light fittings etc. It also includes the Consumer unit (fuse board) that houses all the fuses, circuit-breakers and RCD’s (residual current devices).

EICR (Electrical Installation Condition Report)

An EICR is a full report which details the condition of the electrical installation. C3: Improvement advised.

FI: Further investigation needed without delay.

PAT Testing

Electrical appliances (i.e. Kettles, Microwave, Washing Machine etc) that have passed a PAT test are considered as safe to use until the next test date. The next test date normal is 12 months from the date of the passed test, however this can change. For instance if a Landlord has supplied electrical items these should have a test done prior to each new tenant. Even if this is less than 12 months from the previous test date.

Visual Checks

There are some simple visual checks that Tenants can do to be able to keep the Landlord up to date with the general safety of the electrical installation:

Things to look out for and report to the Landlord are:

  • Signs of scorching around sockets.
  • Broken sockets and light switches.
  • Overheating of electrical items (such as light fittings fitted with the wrong lamps) – normally noticed by a strong, often fish-like, smell.
  • Damaged cables to portable electrical appliances or trailing cables/flexes.

Electrical Work
