Landlord’s Certificates Wootton Bassett

The Landlord and Tenant Act 1985 is the main legislation for landlords in England and Wales.

As detailed from the Electrical Safety Organisation, Landlords are required by law to ensure:
- The installation in a rental is safe when tenants move in and kept in this condition throughout the duration.
- That a House in Multiple Occupation (HMO) has an EICR (periodic inspection) carried out on the property every five years. If the property is not an HMO, you are not legally obliged to do this. However, we recommend that a registered electrician carries out an EICR (periodic inspection and test) on your rental properties at least every five years.
- That any appliance provided is safe and has at least the CE marking (which is the manufacturer’s claim that it meets all the requirements of European law).
Electrical Testing & Inspections in Wootton Bassett

What is an Electrical Installation?
The electrical installation consists of all the fixed electrical kit that supplies through the electricity meter. It includes the cables – ordinarily hidden in the walls and ceilings, sockets, switches and light fittings and the Consumer unit (fuse board) that contains all the fuses, circuit-breakers and RCD’s (residual current devices).
What is an EICR?
An EICR is an Electrical Installation Condition Report. This is a full report which shows the condition of the installation. It shows all the testing results and advises whether the electrical wiring meets the current 18th Edition IET regulations. If the electrics do not meet the regulations, the report will detail the issues. Giving grades of priority of remedial works needed as detailed below:
C1: Danger present. Risk of injury. Immediate remedial action needed.
C2: Could be dangerous – Urgent remedial action needed.
C3: Improvement advised.
FI: Further investigation needed without delay.
Electrical appliances that have passed a PAT test are deemed to be safe to use until the next test date. The next test date in most circumstances will be 12 months from the date of the previous test. However, this can change in certain circumstances. For Landlords that supply electrical items, these should have a test done before the new tenant moves in. Even if this is less than 12 months from the previous test date.
There are some simple visual checks that Tenants can do to be able to keep the Landlord up to date with the general safety of the electrical installation.
Things to look out for and report to the Landlord are as follows:
- Broken sockets and light switches.
- Signs of scorching around sockets due to overloading.
- Overheating of equipment (such as light fittings fitted with the wrong lamps) – usually noticed by a strong, often fish-like, smell.
- Damaged cables to portable electrical appliances or trailing cables / flexes.
